2018 Winter Indoor Soccer League Rules

  1. For the U9 to U12 divisions, games will be two 20-minute running time halves with a five-minute halftime. Once the first half ends, the clock will be set and started for 25 minutes and the game will resume when both teams are ready to play. For the U13 and older groups, games will be 40-minutes running time.

  2. U9 to U12 divisions will play 7 v. 7. U13 and older divisions will play 6 v. 6.

  3. Substitutions are to be made on the fly. The game is not to be delayed while substitutions are made. Goalie changes are to be made on the fly. Players MUST use the doors; they may NOT jump over the boards.

  4. The ball is out of bounds if it hits the boards, glass or netting along the sides. When this happens, the opposing team will get an indirect kick from the point on the turf where the ball hit the board, glass or netting along the sides. If that spot is inside of the opponent’s penalty area, the ball will be placed at the nearest point outside of the penalty area. All restart kicks need to be below the waist.

  5. The ball is out of bounds if it hits the overhead netting. When this happens, the opposing team will get an indirect kick from the point directly below where the ball hit the netting. If that spot is inside of the opponent’s penalty area, the ball will be placed at the nearest point outside of the penalty area. All restart kicks need to be below the waist.

  6. There are no SLIDE TACKLES, BOARDING AN OPPONENT (pushing a player into the boards) or TACKLES FROM BEHIND. If a player continues to abuse these rules, the referee will remove the player from the game for a minimum of five minutes.

  7. Goalies may not punt, drop kick or throw the ball past the midfield line. Violations will result in an indirect free kick from the point where the ball crossed the midfield line. The goalie may put the ball down on the floor and play the ball as a field player into the opposing team’s penalty area. To do this, the ball must be on the floor (not bouncing). Please note that the ball is in play and an opponent may block the goalie’s kick.

  8. A goalie may not play a ball with his/her hands if he receives an intentional pass from a teammate’s feet. The goalie may receive a pass with his hands from a teammate that is played with anything other than his feet. Violation of these rules is an indirect kick from the nearest point outside the penalty area.

  9. A goal kick cannot cross the midfield line in the air. If it does, the opposing will be awarded an indirect kick from the point where the ball crossed the line.

  10. The buildout line will be used as the offsides marker on the offensive end of the field.

  11. For the U9 and U10 divisions, the buildout line will be used for goal kick spacing. The defenders cannot cross the buildout line until a first touch by an offensive player.

  12. All free kicks are direct. Defenders must be at least 5-yards away; they may not encroach within the 5-yeard distance by sticking their legs out towards the ball to block the kick. Once the defending team is 5-yards from the ball, the attacking team has six seconds to put the ball in play.

  13. The emphasis is on having fun.

  14. Goalies have a maximum of six seconds to put the ball in play. The goalie may not hold the ball any longer so that substitutions may be made. (Note: this rule will be relaxed somewhat for our youngest age groups).
